Tap Notifications, then Notifications (On for all apps). Tap the three dot menu button in the top right corner, then select Show system. This will show system apps and apps installed from the Play Store in the list. Choose Android System.
Open Settings > Apps. Tap the Gear icon on the top right of the Settings page. Scroll down and tap Special Access Tap Draw over other apps and toggle apps in the list.
Open Settings. Scroll down to Apps. Click on Three Dots or More option. Click on Configure Apps. Select Draw Over Other Apps.
'Draw Over Other Apps' is a special permission on Android device which allows one app to appear on the top of other apps. For example, some screen recorders may require this permission in order to record any other apps on your phone or tablet.
Google routinely grants apps the right to draw over other apps if they request it. They can be highly useful, but a cleverly crafted drawing could be laid on top of an Android warning about granting an app extensive permissions, while making it appear that you're saying OK to something completely different.
To disable it, go to “Apps & notifications” in your settings. From there, tap on “App info,” then “Show system” in the three-dot menu on the top right, then “Android System,” then “App notifications.” Here, you'll be able to turn that pesky notification off.

It's the fourth option from the top. Tap the app that you want to disable the screen overlay for. Tap the switch OFF.
