You can do the following: On a page where you do see the watermark, double-click the header to activate header/footer view. Press Ctrl+A to select everything in the header. If no text has been added, that will select the empty paragraph to which the object is anchored. You should now see the watermark on all pages.
Place cursor at header of the 2nd page, click Design (or Page Layout in Word 2007/2010) > Watermark, and then select a watermark from the Watermark drop down list.
Click the Design tab. In Word 2007, click the Page Layout tab. Click Watermark in the Page Background group (Figure B). Choose one of the watermark thumbnails from the gallery and click OK. The watermark appears on every page in your document (unless you specify differently using sections).
Put a watermark on all pages. If inserting a watermark on some pages causes it to disappear on others, try using a custom watermark to put the watermark on all pages. Tip: If you already have a watermark, remove it, or you'll have two on the same page. Go to Design > Watermark > Custom Watermark.
