How do you add a SIM to a settlement?
Easy Installation Visit the Sim Settlements mod page and click DOWNLOAD (NMM) button. Double-click the Sim Settlements entry in NMM to activate the mod. Start Fallout 4, find the Footage and load it into your Pip-Boy to complete the installation.

Footage Locations Located on the third floor of the building on the left before reaching Preston Garvey. The City Manager 2078 Footage and ADAM sensors are located on a desk and surrounding file cabinets.

How do I install mods on Fallout 4?
First, you'll need to find mods that you want to use with Fallout 4.
The most trusted site right now is Nexus Mods.
Pick a mod like Lowered Weapons, and click on the Files tab.
Click the download manually link.
Save the file to your desktop or a Fallout 4 mods folder.
