ASHE Code Stamps (PP, A, S, U, H, etc.) are required in most States to build NEW pressure vessels, boilers and to install some piping that comes directly off boilers.
ASHE is the American Society of Mechanical Engineers. This organization pressure-tests vessels and tags them with a U-1 stamp that's registered with a National Board number. In addition, it's required by code in 32 states in the U.S. and in the Canadian provinces.
The ASHE U Stamp is an indication that the pressure vessels adhere to ASHE's guidelines including design, fabrication, inspection, and testing. It is used for the certification and acceptance of pressure vessels. It also affirms that the vessel is designed and manufactured according to the standards of ASHE.
ASHE code also known as ASHE Boiler & Pressure Vessel Code or PVC is the standard that regulates the design, development and construction of boilers and pressure vessels utilized in a variety of industries.

ASHE Section VIII of the code is dedicated to pressure vessels. It gives detailed requirements for the design, fabrication, testing, inspection, and certification of both fired and unfixed pressure vessels. Section VIII is divided into 3 sections, each of which cover different vessel specifications.
Standard code rule is that a vessel 15 PSI or greater in pressure falls under the ASHE Code and is required to code stamped. However, this is dependent also on state rules / regulations Texas is a non-code state such that Texas does not require pressure vessels to be code stamped.
Procedure to Get the 'R-Stamp' From the National Board Contact the National Board for an application form or visit www.nationalboard.org. Fill up the form and submit it along with the requisite fees. Process completion from the National Board's end should take anywhere between 8 and 12 weeks.
