Paper, whether produced in the modern factory or by the most careful, delicate hand methods, is made up of connected fibers. The method of making paper is essentially a simple one mix up vegetable fibers, and cook them in hot water until the fibers are soft but not dissolved.

How do you make homemade paper out of sawdust? I've never used wood pulp to make homemade paper. It requires too much processing, and it needs to be bleached and ground very fine before making the pulp. You can make homemade paper with other paper, by tearing it up and processing it in a blender with water.
Paper as we know it today was first made in Lei-Yang, China by Ts'ai Run, a Chinese court official. In all likelihood, Ts'ai mixed mulberry bark, hemp and rags with water, mashed it into pulp, pressed out the liquid, and hung the thin mat to dry in the sun.
In ancient times writings and inscriptions were generally made on tablets of bamboo or on pieces of silk called chip. But silk being costly and bamboos heavy they were not convenient to use. Thai Run then initiated the idea of making paper from the bark of trees, remnants of hemp, rags of cloth and fishing nets.
Paper made out of plant like fibers was invented by the Chinese CAI Run, who in 105 AD mixed textile fibers from the bark of the mulberry in water and produced sheets of paper from that. The invention of paper was one of the reasons of the successes of early China, through easier governing of the country.
Early Chinese paper was made from the bark of the mulberry tree. The bark fibers were broken and pounded into a sheet. Later, the Chinese discovered that one could make higher quality paper by adding hemp rags and old fish nets to the pulp. The history of Chinese writing is older than that of Chinese paper.
