9/15/16: Hard to find blank forms for completion, but questions are covered well by support folks. Default is yearly subscription, but support folks were able to convert to monthly subscription at desired level. Problem with changing previous form required upgrade to yearly business plan. The erase tool only works with upgraded plans.

Launch Permits — Used as an alternate to registration. Allows unpowered boats to be launched at Fish and Boat Commission lakes and access areas.
Kayaks and canoes do not need to use boat ramps. We can launch from just about anywhere there is permitted access. Use cartop-only launch sites or other legal access, especially during the busy boating season or on weekends whenever you can.
Registration cost is $18 for 2 years (plus any processing fees charged by the issuing agent.) Canoes are required to display both the 3 × 3 registration stickers and the registration number assigned to the boat. Kayaks are required to display only the stickers.
NEW REGISTRATIONS The 1st step is to complete an Application for PA Boat Registration/Title (REV-336). Send the completed application and necessary supporting documents, with payment, to the Commission. Once processed the Commission will send a registration and/or title, along with validation decals.
Unpowered boats are boats without motors such as certain kayaks, canoes, rowboats, sailboats, rafts or inflatable boats. Unpowered boats are not required to be registered unless used at a Fish & Boat Commission access area or lake, or at Pennsylvania state parks and state forests; or required by the owner.
Vessels that do not need to be registered include: Canoes, kayaks, non-motorized rafts (owner's name and address must be displayed on these vessels) Vessels with a valid marine document issued by the United States.
3) Purchase a State Park (CNR) Launch Permit, available from any State Park office or the CNR Headquarters in Harrisburg, PA (717 787-2869.) Cost is $10 for one year, or $18 for two years, and covers the use of all State Park land and waters, as well as PFC boat ramps and surrounding property.
