What Bullets Are Actually Illegal? One type of bullet that over 20 states have outright prohibitions against are “armor piercing” bullets. These are even illegal in Texas. The states that have banned these types of bullets recognize that no “sport” hunter or marksmen needs to pierce armor.
Like with hollow-point bullets, The Hague Convention prohibits the use of these bullets in war. NATO member countries don't use these type of bullets. In the US, hollow-points are legal and popular among the civilian population and police forces.
In 2014, a company called G2 Research released a new round called the Radically Invasive Projectile, or RIP bullet. The RIP bullet is an Advanced Energy Transfer (AET) or frangible round. AET rounds are intentionally designed to fracture a single round into smaller pieces upon impact.
The 9 mm RIP round is a CNC-machined, 96 grain copper bullets. The RIP round is currently available in 9 mm and .380. However, G2 says they will have an RIP round for the .357, .40, .45, and even a shotgun slug. ... G2 calls the tip their Trocar design, and it creates eight additional wound channels from one round.

So, they're generally banned or prohibited. Hollow point rounds, like the Hydra-shok, just expand or mushroom. As a rule, they do this better than soft point ammunition. However, all this does is create a larger wound channel and cause it to dump more energy.
