The questionnaire asks applicant to send proof of income and supporting documents for all expenses. I do not know how to send these and hope I'll hear from someone about how to do this.

Until recently, the studios were located in the basement of Balding House (near to BBC Broadcasting House) which is on Great Portland Street in central London. They used to broadcast from two main studios in the basement; Y2 and Y3 (there is also a smaller studio, YP1, used mainly for production).
Broadcasting House is the headquarters of the BBC, in Portland Place and Langham Place, London. The first radio broadcast from the building was made on 15 March 1932, and the building was officially opened two months later, on 15 May.
The BBC today runs eleven national domestic radio stations, six of which are only available in a digital format: via DAB Digital Radio, UK digital television (satellite, cable and Free view) plus live streams and listen again on BBC Sounds.
The BBC also has over 50 regional radio stations broadcasting throughout the UK. All these stations operate under the conditions of the Royal Charter and don't carry adverts because they are funded by the license fee. Commercial and Independent Radio: stations include Classic FM and Absolute.
You can listen to Radio 4 Extra online anywhere in the world, but you will not be able to pick up BBC stations broadcasting on DAB very far from UK shores. They are funded by the UK license fee and the BBC is not permitted to re-broadcast them from other countries.

It's technically possible to detect radio receivers if they are Superheterodyne receivers that use RF mixing to down mix the received signal to a well known intermediate frequency. You can scan for this frequency using a directional antenna and count the surrounding receivers.
