When saving as a PDF, the formatting is effectively destroyed — paragraphs convert to headings, sections of text rearranged all over the place, and other similar issues. Note that this also inexplicably happens in the original document as well as the saved PDF requiring a CTRL to restore formatting.
Open the PDF document and display the page that contains the text you want to copy to Word. Click the Text tool on the toolbar. Click and drag to select the text you want to copy, or (if you want to select all the text) click once in the text area and press Ctrl+A.
Choose the PDF file you want to edit. Once your file opens, select Edit PDF from the toolbar on the right. If you want to edit text, place your cursor on the text you want to edit. Using the Format option at the top of the toolbar, select Format.
In Word, head to File > Open and then navigate to the PDF file that you'd like to edit. Word will automatically convert the PDF into an editable Word document. Now head to File > Save As.
