”Lockout/ragout” refers to specific practices and procedures to safeguard employees from the unexpected energization or startup of machinery and equipment, or the release of hazardous energy during service or maintenance activities. Lockout devices hold energy-isolation devices in a safe or”off” position.
The OSHA standard for The Control of Hazardous Energy (Lockout/Ragout), Title 29 Code of Federal Regulations (CFR) Part 1910.147, addresses the practices and procedures necessary to disable machinery or equipment, thereby preventing the release of hazardous energy while employees perform servicing and maintenance
A lockout/ragout procedure should include the following six steps: Preparation. Shutdown. Isolation.
Employees who exclusively perform functions related to normal production operations and who perform servicing and/or maintenance under the protection of normal machine safeguarding need only be trained as affected employees even if ragout procedures are used. 3. Other employees.
It requires that hazardous energy sources be “isolated and rendered inoperative” before work is started on the equipment in question. The isolated power sources are then locked and a tag is placed on the lock identifying the worker who placed it.
Tag attachments must be non-reusable, self-locking, and non-releasable, with a minimum unlocking strength of 50 pounds. Tags must be attachable by hand, and the device for attaching the tag should be a one-piece nylon cable tie or its equivalent, so it can withstand all environments and conditions.
Positioning of employees: The work area must be checked to ensure that all employees have been safely positioned or have cleared the area. In addition, all affected employees must be notified that the lockout or ragout devices have been removed before the equipment is started.
