Make sure the References tab is selected on the ribbon. Click the small downward-pointing arrow in the lower-right corner of the Footnotes group. ... Make sure the Footnotes radio button is selected. Change the Start At value to reflect where you want Word to start numbering.
Probably the most common reason for this is that the page margins are set to narrow to accommodate the footnotes. The other item to check is the document's footnote settings. You have to make sure that the format you're using is set to show the footnotes.
Switch to Draft View and then click on Show Notes in the Footnotes section of the References tab of the ribbon and then from the dropdown in the Footnotes' header bar, select Footnote Separator and then with it selected, go to the Format Paragraph dialog and change the indent as required.
