How do you put part of a layer behind another? Add a layer mask by clicking on the mask icon in the layers panel. The CTRL/cmd click on the layer icon to make a selection: Press CTRL/cmd-alt/opt-shift and click on the other layer's icon.

In the Timeline, select the clip containing the area that you want to mask. From the Effects panel, select the effect that you want to apply to the masked area. Apply the selected effect to a clip by dragging the effect icon from the Effects panel to the clip in the Timeline panel.
Go to Edit Stack and choose View Edits. Now click on the Text Layer and choose the second option. Leftmost option is used to apply the effect and (arrow down & arrow up) is used to select the Opacity of the effect.
