There is no way to change the color of text or background color, as well as a lot of other missing, more advanced features, like folders/subfolders. If you need these more advanced features, you need to search the iOS App Store for other third party notes apps that have the colored text/background feature.
Open an existing note (or start a new one), then tap anywhere in the note to display the keyboard. Tap the + icon above the keyboard to reveal the formatting tools. Press and hold a list item and drag the handles to highlight the entire item.
Either start by typing what you want and then highlight it and tap the highlight so the pop-up menu appears. Or just double tap the screen. You will see a black bar of formatting tools including Select, Select All, Paste, BIU and Indent.
