Go to settings. Click on 'Sounds and Notifications' under Device settings. Scroll down, and you will find 'App notifications'. Click on that. Over here you can select the apps and enable 'Set as priority' to show the notifications from these apps first on the notification bar.
Try to swipe across the notification to get rid of it. Tap the cog to the see the app's notification settings. You can turn off notifications for this app by tapping the switch. If you want to change the notification without completely removing it, tap More settings.

Once you've turned off iCloud Backup, go back to device' home screen, the notification badge from the Settings icon should disappear. If not, try a restarting the phone. If turning off iCloud Backup doesn't help, you got to sign out your Apple ID from your iOS device. Open Settings and Sign in back with your Apple ID.
To completely turn off an app's notifications, tap Settings > Notifications, tap an app, then toggle off the Allow Notifications switch.
