So far, this product is meeting our needs better than competing products at a fraction of the cost. The biggest downside is that most of our forms are already fillable PDFs and your product does not recognize any of the fields set up, and will also not detect fields the way that Adobe Acrobat does.

I enjoy the ability to convert PDF files back into MS Word. Very Often I will start in MS Word and send the document to an employer who then sends me a final version in PDF which is OK until such time as there is a need amend it. As I don't travel with a copier, printer or scanner this creates problems.

Blogger - PDF Filler
Online use without having to download anything onto your computer. If you are a blogger you have too much on your desktop already!
Easy to use. No need to have other software to fill-in your PDFs (contracts, flyers, etc.). This can be used online on any computer. You can even have docs e-signed. There's also a free trial.
I do not have anything bad to say about it. It was easy to use. I will continue to use and refer people to it.

I used their services for 1 year, all great services and does exactly what you would expect. Also they are very fast to respond to customer's emails.
They also gave me a very fast refund within few hours of requesting it as my subscription was auto renewal and i no longer needed that second subscription. Highly recommend and can be trusted with your money 100%.

Who appoints the certifying officer?
DoD Directive 5118.03 delegates authority to appoint certifying officers under 31 U.S.C. 3325(a)(1) and (b), and Days under 10 U.S.C. 2773a to the Under Secretary of Defense (Comptroller) (USD(C)). This volume re-delegates that authority to DoD Component Heads, who may further re-delegate that authority.
Is a disbursing officer appointed as a certifying officer?
Certifying officers are accountable to ensure payments are legal, proper and correct by their certification on vouchers prior to payment by a disbursing official. Certifying officers are peculiarity liable for payments they certify.
Who is not eligible for certifying officer?
Disbursing Officers are not eligible for Certifying Officer appointment. Also, individuals under a Disbursing Officer's supervision may not be appointed as Certifying Officers except under unusual circumstances. Exceptions as noted in DoD FOR Volume 5, Chapter 33 (330201. A) are authorized.
How do certify officers ensure system?
To ensure accuracy and legality, Certifying Officers need assurance that the automated system was designed properly and is functioning correctly. One way to ensure system integrity is through annual reviews, with interim checks when there have been major system changes.
