Bullet-resistant materials (also called ballistic materials or, equivalently, anti-ballistic materials) are usually rigid, but may be supple. They may be complex, such as Kevlar, HOPE, Lean, or carbon fiber composite materials, or they may be basic and simple, such as steel or titanium.
Many common materials will stop a bullet, if the thickness of it is sufficient. ... A pile of sawdust five or six feet thick will not stop a powerful rifle bullet, but it will stop most pistol bullets.
Generally speaking, thick wood, masonry such as brick or cinder block, concrete, fairly thick metal, soil or sand, etc, will stop bullets. Most other materials cannot be counted on, except if they are really, really thick.
It normally takes between a 1/4 to a 1/2 of steel or 3/8 to 3/4 of aluminum to stop a bullet. Something like a metal target needs to be one solid layer, as does an active backstop. However, something like a safe room or dry fire station can use layers.
Rubber can stop some rounds (depending on the thickness) but usually not. The rubber allows the bullets to pass through it and then strike a hard surface. Then its energy and original shape are lost, so it safely comes to rest between the rubber and the hard surface (usually steel).
The theory suggests that about 3 and 1/2 inches of sand would be all that is required to stop a bullet since the standard distance between two pieces of drywall is about 3 and 1/2 inches.
The truth is, car doors do not offer protection against bullets. Car doors only give you concealment but not cover. Glass windows may or may not shatter immediately, but will weaken enough that subsequent bullets fired will most likely get through.
Our research would suggest that an empty file cabinet will not stop most handgun rounds but a filing cabinet full of paper is likely to be effective.

Wood and other fibers: Wood is the most common and easiest for most people to work with. It is crap for stopping bullets. I have layered as much three 3/4 sheets of plywood and bullets fly through it. That is thicker than most wall studs by 50%.
