I need to be able to attach photos to the document, but don't see how to do this. It shows how to upload photos to the form, but the pictures cover the form. I need a seperate page for photos to merge them.

Content approval can be used on both lists and libraries in a SharePoint site. With content approval enabled, you have additional options to control the visibility of items. Content approval is enabled through the list/library settings page. SharePoint includes a workflow specifically for approving content.
Navigate to the library or list where the Pending item or file is located. Select the item or items and select Approve/Reject from the command bar. In the Approval/Reject options for Approval Status, select Approved or Rejected.
A content type is a reusable collection of metadata (columns), workflow, behavior, and other settings for a category of items or documents in a SharePoint list or document library. Content types enable you to manage the settings for a category of information in a centralized, reusable way.
In the Project Requests list, click or tap Flow, then Create a flow. In the right pane, click or tap Start approval when a new item is added. If you're not already signed in, sign in to SharePoint and Outlook, then click or tap Continue. You now see the template for this flow, ready for you to complete.

Click on workflow settings. Select the Workflow association type as Document. Click on Add a workflow. Select the approval workflow then provide the name for the workflow, Approval Status.
