Crime statistics. There are several methods for the measuring of crime. Public surveys are occasionally conducted to estimate the amount of crime that has not been reported to police. Such surveys are usually more reliable for assessing trends.
For types of crime that are well-reported and accurately recorded, police data can provide a valuable measure of trends. However, police recorded crime statistics do not always provide a reliable measure of levels or trends for many types of crime. This is because not all crimes are reported to the police.
Without statistics, it would be impossible to create appropriate law enforcement budgets. Beyond just budgets, crime statistics are important in broader law enforcement resource allocation. For example, the data can be used to help determine which programs or communities will receive criminal justice grants.
A crime rate is calculated by dividing the number of reported crimes by the total population. The result is multiplied by 100,000. For example, in 2010 there were 58,100 robberies in California and the population was 38,826,898. This equals a robbery crime rate of 149.6 per 100,000 general population.

The official crime statistics are compiled by the police department so can be doctored to make it look the way they want.
