According to the International Energy Agency, global fossil-fuel consumption subsidies in 2017 were more than $300 billion, up from about $270 billion in 2016. It identified industrial farming and fishing as major drivers of the crisis, and said climate change caused by burning fossil fuels was exacerbating the losses.
These subsidies lower the price of fossil fuels, or of fossil-fuel based electricity, to end-consumers, often as a way of pursuing social policies including energy access. There can be good reasons for governments to make energy more affordable, particularly for the poorest and most vulnerable groups.
Summary: Removing fossil fuel subsidies would have only a small effect on CO2 emissions and renewable energy use, new research has shown. The largest emissions savings would be in oil and gas exporting countries, where fewer poor people would be affected, and subsidy removal can be aided by currently low oil prices.
Fuel subsidies often exclude the poorest: without access to technology, such as an electricity connection, a gas cooker or a car, fossil fuel subsidies cannot be used at all. Fuel subsidies are also highly unfair: richer households buy larger volumes of energy, so they capture most of the benefits.
Fossil fuel companies receive a significant quantity of what we might think of as conventional subsidies' government funding to reduce the retail price of fuel. The IMF describes these as pre-tax subsidies, and they amount to roughly $500 billion a year.
A recent analysis published in Nature Energy found that continuing current fossil fuel subsidies would make it profitable to extract half of all domestic oil reserves. This could increase U.S. oil production by 17 billion barrels over the next few decades and emit an additional 6 billion tons of carbon dioxide.
The elimination of subsidies for U.S. fossil fuel production could provide meaningful deficit-reduction benefits without increasing energy prices, adversely impacting U.S. energy security, or undermining job creation.
