Definition/Description. A Letter of Map Amendment (COMA) is an official amendment, by letter, to an effective National Flood Insurance Program (FIP) map. A COMA establishes a property's location in relation to the Special Flood Hazard Area (FHA).
The basic difference between a COMA and a LOME is that a LOME is based on a ground elevation created by the addition of fill to the property since the date of the community's first FIRM (February 15, 1980, for Palo Alto), whereas a COMA is based on original grades.
How long does it take to obtain a Letter of Map Amendment (COMA) or a Letter of Map Revision Based on Fill (LORD)? Upon the receipt of all required data to support a COMA or LORD, FEMA issues a determination within 60 days.
A Letter of Map Revision is FEMA's modification to an effective Flood Insurance Rate Map (FIRM), or Flood Boundary and Flood way Map (BFM), or both. Because a LOME officially revises the effective FIP map, it is a public record that the community must maintain.
