Customer support was top notch. They resolved my print issues with my form. The reason I did not give it 5 stars and would not recommend is that I Googled for a form to fill out for a US Passport. I didn't expect to find one i could fill in on line. What was not apparent was that ONLY AFTER SPENDING 30 MINUTES FILLING OUT THE FORM did I find out I had to pay $20 to print, save, fax, email or share the form. Customer service was great, but did not want to sign up for a monthly pdf service or pay $20 for 1 form.

If you bought your phone outright, it's considered a “prepaid” device and can be unlocked one year after its initial activation. So if you owe money, your carrier doesn't have to unlock your phone. In either case, if your phone is eligible for unlocking, your carrier has to notify you.
While unlocking is not illegal per se, many cell phone companies lock devices they sell under contract or on an installment payment plan. And this is done because they want to make sure the money is made on subsidized devices. And of course, mobile providers want to make it hard for you to unlock such a device.
Unlocking your phone means you can use any network's Sim card, giving you the freedom to switch providers, lower costs and pass your phone on to others. Networks can no longer charge you for this if you're out of contract, though if you're still in contract or on pay-as-you-go, they may.
