Right-click on the desktop and select Personalize. Select Display at the bottom left. Under Change only the text size, select the arrow and choose Tooltips. Change the font size to your choice. Select Apply to accept the changes.

Insert your comment in the first cell, as you normally would. Select the commented cell and press Ctrl+C. This copies the cell to the Clipboard. Select the range of cells that you want to have the same comment. Select Paste Special from the Edit menu. Click the Comments radio button. Click OK.

Press the Start button, then select Settings > Ease of Access > Display. To make just the text on your screen larger, adjust the slider under Make text bigger.
