What is a signed sealed envelope?
This actual envelope shows the back of an envelope with the signature (including printed name and title) of the issuing authority placed over the envelope closure with clear notification that the document contained inside is not official if the seal (closure) of the envelope is broken when it is delivered.
What does a sealed letter mean?
it means your professor writes you a letter, puts it inside an envelope and signs (or stamps the school/department's logo) across the flap. Basically, the school you are applying to wants to make sure that you haven't accessed/tampered with the letter, and that it remains confidential till it reaches the school.
Do recommendation letters have to be sealed?
Going a step further, many graduate programs require that the envelope containing the letter be signed and sealed by the writer making the recommendation. The short answer is “no.” Signed, sealed envelopes are pretty much required in order to ensure that the contents of such letters remain private.
How do you open an envelope without anyone knowing?
To open an envelope without anyone knowing, start by boiling water inside a tea kettle. Once steam starts shooting from the spout, grab the envelope with a pair of tongs and hold the seal under the steam for about 20 seconds. With the glue loosened, carefully lift the envelope flap with a letter opener.
What is the back flap of an envelope?
Essentially it's the only movable part of the envelope, creating the seal between the front and back ends by covering the open portion. Signing the back is used as a (shoddy) security measure to ensure the letter hasn't been tampered with.
How do I send a sealed envelope?

How do I send a sealed envelope to Was?
Please contact your institution. WAS only accepts documents in sealed envelopes that are mailed directly by the institutions (universities or autonomous colleges) themselves. My institution will not send documents directly to WAS, but I have an attested copy in a sealed envelope.
