For the most part this is an easy and reliable program to navigate. Some forms expect utilization of the text tool which does not always lend to professional format or uniformity. I am unclear whether this is a function of PDFfiller or the form itself.

Answer: It is not a requirement that timesheets be signed. If an employee fails to sign their timesheet, you should not withhold their pay, as it is fundamentally the responsibility of employers to track and pay for hours worked.
Employees do not need to sign the time card. However, your employer has the right to implement a policy requiring employees to sign the time cards. The policy must be implemented fairly and evenly to all employees.
Federal labor law requires employers to keep accurate records of an employee's work hours. Having employees keep track of their hours with a time card, whether by using a time clock or a hand-written document, requires an employer to abide by certain rules outlined by the Fair Labor Standards Act (FLEA).
The law requires that employers pay their workers for every hour they're on the job but it allows employers to use a certain amount of rounding when calculating the total amount of time worked. The “7-minute rule” applies in many rounding situations.
If an employee fails to sign his time sheet, submits it late or does not submit one, you must pay him what you believe he is owed. Since you are required to maintain your own records of employees' work hours, you may use those documents to pay the employee.
You must keep all payroll records for at least three years, according to the Fair Labor Standards Act (FLEA). And, you need to keep records that show how you determined wages for two years (e.g., time cards that comply with FLEA timekeeping requirements).
California law does not require the use of any electronic type of timekeeping system or time clocks. Employers may elect to use paper and pen in recording an employee's time. However, even with just a handful of employees, many employers find it more efficient to use an electronic timekeeping system.
When recording hours worked, it's a good idea for employees to sign their timesheets. However, employees are not required by law to sign timesheets. Asking employees to sign their timesheets can improve accuracy and help you in case of a wage and hour lawsuit.
