The simple answer is no. To be court ordered the agreement must be filed with the court and approved by a judge.
A notarized custody agreement, if never made an Order of Court, is not binding on the Court. An agreement signed by the parties can be used as evidence of the parties intent and most Court's will attach some weight to the agreement, but the Court is not bound to it.
A custody agreement that is filed with the court becomes a court order. A notarized agreement is one where the parties signed the agreement in front of a notary public. Be sure to talk to an attorney in your area as the law differs between states.
In most cases, parents can make their own agreements for custody and visitation, without a court order. If you make an agreement between the 2 of you, the agreement becomes binding and enforceable. But if 1 of you does not follow the agreement, a court cannot enforce it until it becomes a court order.
