For work larger than A2, the recommended resolution is between 75 and 150 dpi. The general rule of thumb is to use as high a resolution as you can without the project becoming unworkable.
For most artwork, 300 dpi is preferred. Most printers produce excellent output from images set at 300 PPI. You can use 150 dpi for large prints because the difference in print quality is not very noticeable on large pieces when you look at the prints from a distance.
The generally accepted value is 300 pixels/inch. Printing an image at a resolution of 300 pixels/inch squeezes the pixels in close enough together to keep everything looking sharp. In fact, 300 is usually a bit more than you need.
A high-resolution image is anything that has at is 300 dpi high resolution with a larger pixel dimension, for example, 5000 × 4000 pixels. If you have an image that is 640 × 40 at 72dpi, you definitely have too small of an image!

300 PPI is almost never actually required. Images for billboards can (and should) be one-tenth that resolution at final size. Ask the output provider what is the minimum, and what is optimal. In the US, the general rule for billboards is to build them at 1:10 @ 300ppi, which makes them 30ppi at final size.
While the most Preferred format for designing large vinyl banners is PSD with all layers flattened to a single layer at 150 dpi or more at the final size, there are other file types that are also used.
300 dpi is a minimum standard resolution for document and photo printing. You can go high for printing certain things, but 300 is the minimum you use. So if you are designing something that is going to be in someone's hand, then 300 dpi is good enough.
