We do not use periods with state abbreviations: CT, NY, NJ. The U.S. postal service, incidentally, does not insert a comma between the city and the abbreviated state name: Hartford CT, Portland OR at least not in the addresses on envelopes.
If an abbreviation consists of the first and last letters of a word, the American rule is to include a full/stop period at the end: Mr. Dr.
State abbreviations are entirely a matter of style, and you should use the abbreviation and format dictated by your editor, house style, or preferred style manual. APA style, for a counterexample, stipulates the use of the two-letter USPS ZIP Code abbreviations, which are always capitalized and never include periods.
As such, the state abbreviations were amended in October 1963 to the now familiar two letters.
When punctuating state names, you should place a comma between the city and state, and another comma after the state name, unless the state name is ending the sentence or indicating a dateline. For example, (No comma after state abbreviation because it ends the sentence)
When a geographical name has two or more elements to it, use a comma after each different type of element (city or town, region, state, country) and follow the last element with a comma, unless it occurs at the end of a sentence. Between a city and state: I was born in Bilioxi, Mississippi.
No two states may have the same abbreviation. Take the first two letters of the state name to form the abbreviation. Take the first and last letter of the state name to form the abbreviation.
