Thus you can use NFC as an RFID device the distance would still be limited to the 4 inches by the hardware in the phones. Most of the NFC enabled Android phones have low level capacity to emulate cards. To increase the reading distance of an RFID reader, you need to increase his power.
Although iPhones have NFC hardware, the iOS APIs do not allow the access to this NFC hardware that is needed to read the contactless (RFID) chips embedded in passports and similar ICAO 9303 compliant identity documents. This in contrast to Android, which for many years already allows this.
RFID tags are affixed to items in order to track them using an RFID reader and antenna. RFID tags transmit data about an item through radio waves to the antenna/reader combination. When the tag receives the transmission from the reader/antenna, the energy runs through the internal antenna to the tag's chip.
A passive tag is an RFID tag that does not contain a battery. The power is supplied by the reader. When radio waves from the reader are encountered by a passive RFID tag, the coiled antenna within the tag forms a magnetic field. The tag then sends the information encoded in the tag's memory.
When a passive RFID tag is scanned by a reader, the reader transmits energy to the tag which powers it enough for the chip and antenna to relay information back to the reader. The reader then transmits this information back to an RFID computer program for interpretation.
