Triangulation Locates Phones Because the nature of the cellular network allows the phone to communicate with a number of nearby cell towers, and for each cell to evaluate the signal strength of the phone, network analysis software can estimate the distance of the phone from each tower.
Smartphones can still be tracked even if location services and GPS are turned off, according to Princeton University researchers. ... The technique, called Pine, shows it is possible to track a location even if the location services, GPS, and Wi-Fi are turned off.
When you turn off your phone, it will stop communicating with nearby cell towers and can be traced only to the location it was in when it was powered down. GPS will be of no help as it consistently needs cellular and/or internet access to gather the location details.
Even if your location is switched off on your Android device, location history data can be used to pick the last recorded location. Even a switched off device can be traceable with this. As Timeline uses Wi-Fi location and cell tower IDs for collecting location data, the accuracy of location might differ slightly.
If you have an Android phone, go to Settings > Location access (or “Location and security) > Google Wi-Fi & mobile network location (or “Use wireless networks) and uncheck the setting. That said, it can be beneficial to keep location data on as it can prove your innocence just as much as your guilt.
In iOS, location services are turned off in the Location Services settings under settings → privacy. EXIF data is not considered location services per se, but it can still give away your location. ... And even if you do use location services, it's a best practice to disable it when you don't need it.
When a cell phone is turned on, its signal is received by two, three or more nearby wireless towers known as “cells.” When the cell phone user makes or receives a call, the cellular network analyzes the phone's position and determines which tower, or cell, is best positioned to provide wireless service.

Mobile phone tracking Stingray devices are used by law enforcement agencies to track people's movements, and intercept and record conversations, names, phone numbers and text messages from mobile phones.
It can take as little as 30 seconds to trace a call. The amount of time it takes the police to show up to the crime scene is an entirely different matter. Traffic, geography, and distance of the nearest available unit determine how long it will take them to appear. It could be 5 or 20 minutes.
