How do you unlock Black Tusk settlements?
To unblock it, get to the front of the red line that's pointing to your settlement. As you arrive, you should see some Black Tusks waiting there with an obvious gate blocking the pathway. To unblock the settlement, you need to override the scrambler. Kill all the hostiles in the area first.

The Castle settlement in The Division 2 plays a key role in the story, even having a mission named after it. Like the other two settlements, you won't be able to progress the campaign unless you complete Castle's associated mission, watch its cutscenes, and see where your journey goes next.
