I have not found any thing yet that I dislike about PDF filler. I tried to think and I just cannot think of anything that I don't like. It works for my needs.

Upgrade settlements with missions To upgrade The Division 2's settlements, complete missions. Side missions usually connect most with the settlements, requiring you to help out some survivors there. Story missions and random activities in the area will also give you progress toward settlement upgrades.
r/the division You need to complete projects and STORY MISSIONS to further upgrade the settlement. Do main missions in the area which have a yellow triangle. Also, as a subtitle there's a mention it's for the theater settlement. Next to the door to meet with Odessa is the settlement progress table.
You unlock the Clan and Dark Zone vendors by upgrading the Theater Settlement at the start of Division 2. Completing main Theater missions look at the title on the map to see the mission type will advance your Settlement one tier at a time.
Head to the Campus Settlement in Downtown East (pictures1and2). Go in and talk to Henry Hayes to start a cutscene (picture3). After the cutscene, you unlock the following main missions: Bank Headquarters, DCD Headquarters, Lincoln Memorial and Potomac Event Center.
The Division 2 Base of Operations Upgrades. One way to upgrade the Base of Operations is to complete missions that reward the upgrade for the Base of Operation. You can find these missions in the Settlements you liberate. Simply, head over to any Settlement and start gathering all the Side Quests in the area.
If you don't like spoilers, turn away now if you haven't reached The Division 2 Castle Settlement. We missed it, too, during the story missions, but it is explained that this settlement is a failed one. It is basically a husk of its former self, which makes it empty and useless to the player.
The Division 2 has settlements you can access as you progress, but players couldn't get to the Castle Settlement as it either remained permanently greyed out, or they were caught in a cutscene loop and couldn't progress with the story. Go down the hatch and the cutscene will begin automatically.
The Castle settlement in The Division 2 plays a key role in the story, even having a mission named after it. Like the other two settlements, you won't be able to progress the campaign unless you complete Castle's associated mission, watch its cutscenes, and see where your journey goes next.
