As Bell displayed last year, a player can simply refuse to sign the franchise or transition tag tender. However, that player is not able to play in the NFL unless the tender is signed.
Only one player per team, per season, can receive a franchise tag. In order to tag a player for the year, the team must tender a qualifying one-year contract offer. The "non-exclusive" tag is just that. other teams can negotiate long-term contract offers with the player until July 15.
Exclusive franchise players cannot negotiate with other teams. The player's team has all the negotiating rights to the exclusive player. Consecutive franchise tags are allowed. however, for a player to be tagged two straight years, the team must pay 120 percent of the player's previous salary.

27 and ending March 16 is a period in which NFL teams can place franchise or transition tags on players who are set to become free agents in 2020.
