Download & Install the tool on Windows OS.
Insert PDF forms using Add File(s)/ Add Folder(s).
Click the 'Unlock PDF' to start the process.
Process completion message will pop up.
Unlock PDF Form Fields Locked by PDF Security Settings
Go to File -> Document Properties and select Security tab.
Click Edit button to open the Change Document Security dialog.
Un-check Allow Filling Form Fields & Signing.
Check Password to Change Permissions checkbox and set the permission password.

Open the eSign tool.
