It runs smoothly and quickly. It appears to have every feature I need in my daily work with PDF files, except one. It would be a fully completed utility if it included options for arranging/rearranging pages in PDF files. If it has that feature I am unable to find it. With this feature I'd rate it 5 stars.

Role of the Victim Advocate: The Victim Advocate (VA) provides essential support and care to the victim to include providing non-clinical information on available options and resources to assist the victim in making informed decisions as they progress through resolution and healing.

A Victim Advocate supports victims of crimes. An advocate provides victims' rights information, emotional support, assistance relocation resources, help to complete forms and often accompanies victims throughout criminal justice proceedings.
A SAPR VA serves as the installation's primary sexual assault victim advocate, providing support, advocacy, and liaison services to eligible military and civilian sexual assault victims in ance with DoD and AF policies. SAPR VAs report directly to the SARC.
SARCs and SAPR VAs offer expertise to prepare victims for the road ahead and will advocate on behalf of a victim along the way. They provide professional assistance with obtaining medical care, counseling services, legal and spiritual support, and obtaining off-base resources, if so desired.
SARC: Serves as the single point of contact to coordinate sexual assault response when a sexual assault is reported at the installation. Responsible for assigning, monitoring, managing and documenting victim assistance and advocacy activities performed by VAs at the tactical level.
The Sexual Assault Prevention and Response (SAPR) Program's primary goals are to prevent sexual assault from happening in our community and to support victims when an assault is reported. The SAPR program services are confidential and available 24/7.
Prevent and respond to sexual assault, eliminating it from our ranks through a balance of focused education, comprehensive response, compassionate advocacy, and just adjudication in order to promote professionalism, respect, and trust, while preserving Navy mission readiness.
