The subject line should include your name and Withdraw Application. Begin the letter with your salutation followed by a paragraph (or two) stating your intention to withdraw your application from consideration, and thanking them for their time. Close with your name and contact information.
When to Withdraw Your Application There is no need to withdraw from consideration prior to being selected for an interview. The Withdrawal button is intended for applicants who wish to permanently withdraw an application. Withdrawing your job application will not allow you to re-apply for that job. Once you have applied for a job opening, the resume and cover letter associated with that job opening cannot be changed.

It saves them time and effort and allows the company to focus on candidates who are still interested in the position. Employers would prefer to avoid making job offers that are rejected.
