Is the Test Timed? Probably. Typically, the amount of time you have to complete the test is limited. Depending on the state, it can range from 20 minutes to one hour or more.
In order to get your learner's permit, you'll need to take the California DMV written test, which will have 46 questions, and you'll be required to answer 38 correctly to pass. The fee for your written exam is good for 12 months and covers the cost of taking the test up to three times if need be.

You will need to make a DMV appointment for the written test. We recommend that you wait until you have your certificate in hand before making an appointment to avoid rescheduling. Tests are not given after 4:30pm. Make a DMV appointment by phone: 1-800-777-0133 or online (select the office visit appointment option).
The written portion of the official DMV test will also cover information from the Driver Handbook and ask questions regarding rules of the road, traffic signs, and driving laws. You must answer 38 out of 46 questions correctly (or 30 out of 36 if you are over 18), to achieve the required 83% passing score.
I'm going to assume you're referring to the written test which you're required to pass in order to obtain your learner permit. At least here in NY, it's not timed. While there's no set time limit for you to take the test, I'd reckon things will get weird if you sit there for an hour.
If you fail your NY permit test, you are allowed to retake the test as many times as necessary. There is no limit, and you will not be required to pay another application fee. However, if you fail the NY permit test more than three times, you will have to wait 6 months before retrying.
To pass the written test, you must correctly answer at least 14 of the 20 questions asked, but you must correctly answer two of the four questions about road signs.
