I need to be able to attach photos to the document, but don't see how to do this. It shows how to upload photos to the form, but the pictures cover the form. I need a seperate page for photos to merge them.

It all culminates in the pixels-per-inch (PPI) that you get. So a small screen (3.5 inch) of 720p resolution will give a better resolution than a larger one of say 5.5 inches with 1080p resolution. But the larger one will give you better real estate with more space, while also being tougher to maneuver with one hand.
The difference is basically of the pixel density of the display. Let's consider a phone with screen size of 5. If it's a 720p display then the number of pixels along the length will be 1280 and along the width would be 720. If the same display then was to have a resolution of 1080p then the pixels would be 1920×1080.

In short, it depends. The difference between 1080p and 4K is undeniable in that a 4K screen is capable of displaying four times the number of pixels as a 1080p screen. From a distance, it is virtually impossible for someone to tell the difference in quality between a 1080p and 4K screen.
Also, most TVs labeled as 720p TVs actually have a native pixel resolution of 1366×768, which is technically 768p. However, they are usually advertised as 720p TVs. The TV will process and scale any incoming resolution up to 1080p to its native 1366×768 pixel display resolution.
Phone resolution doesn't matter here's why. Is packing more pixels per inch the answer? It's often assumed that the higher the resolution we pack onto our smartphone screens, the better the product, and I've been guilty of this thinking myself.
The best image resolution for most smartphones is 640 by 320 pixels, although you should ideally maintain the aspect ratio of the original image or the output image will be distorted.
