When you roll a 7, the robber has to move.
ROLLING A 7 AND ACTIVATING THE ROBBER If you roll a 7 for resource production, none of the players receive resources. Instead: (1) Each player counts his Resource Cards. Any player with more than 7 Resource Cards (i.e., 8 or more), must choose and discard half of them. Return discards to the supply stacks.
The last player gets to place two settlements and two roads (one for each settlement) and then going counter-clockwise, the first players place their second settlement and second road until each player has two settlements and two roads down on the board. Get your first resource cards.
This is about using the “Rolling Doubles” rule: When a player rolls doubles, they get another turn and roll again. Roll three doubles in a row, lose all of your resources that you possess. Player 1 believes that when a player rolls doubles, this player is to roll again immediately.

Since moving the robber is typically seen as a pure advantage to the player doing it, I would say that if you forget to move the robber by the time the next player has rolled the dice, you have simply forfeited the right to do so. Otherwise, you've put the other players at a disadvantage as a result of your oversight.
The rules actually say you must move it to “numbered” hex (in the Almanac) and also: “You must then move the Robber to any new terrain hex (other than the desert, ocean, or harbor hexes) of your choice. You cannot leave the Robber in his current location.”
