A bar is initiated using DA Form 4126-R. Once the bar is initiated, the commander will present it to the soldier. The soldier will then have 7 days to submit a rebuttal statement.
If a Soldier is coming up on their ETS, they are blocked from reenlisting unless the bar is lifted. If a bar to reenlistment is in place when a Soldier ETSs, they will be given an Honorable Discharge.

The commander will review the Bar to Reenlistment at the three month mark to determine whether the bar should be lifted (Soldier has improved) or left in place (improvement still needed). If the commander does not lift the bar at the three month mark, he will review it again three months later.
Q: WHAT ARE THE CRITERIA FOR IMPOSING A BAR TO CONTINUED SERVICE? A: There are three criteria justifying initiation of a Bar to Continued Service. In ance with AR 601-280, bars are appropriate for Soldiers who are; 1) untrainable; 2) unsuitable; or 3) unable to enact a family care plan.
If a Soldier is coming up on their ETS, they are blocked from reenlisting unless the bar is lifted. If a bar to reenlistment is in place when a Soldier ETSs, they will be given an Honorable Discharge.
Soldiers may appeal approved bars by submitting their appeal within 7 days of being informed of the approved bar. Separation proceedings will be halted pending final action on the appeal. Final approval of appeals will be at least one approval level higher than the original bar approval authority.
