Date: June 5, 2009 (Updates Provided as Needed) Page Contents This Forest Service grant or cooperative agreement is a contract, lease, or other agreement between the federal government and the recipient government that is in effect for a stated period and subject to periodic termination, rescission, or extension under the authority of 18 U.S.C. 937 or 10 U.S.C. 37. The terms of this contract, lease, or cooperative agreement are specified in the award and are the same for both the government (or any agency) and the recipient government (or any agency); however, the parties to such contracts, leases, or cooperative agreements are different from those parties with whom the federal government would ordinarily negotiate as part of a routine grant-level grant application process. The Forest Service may also be involved in the negotiation of a contract, lease, or other agreement (the “Forest Agreement”) if the Forest Agreement is with a recipient of a grant in excess of 5,000,000. This Forest Service grant or cooperative agreement may serve as the basis of a subsequent grant or cooperative agreement of an agency other than the Forest Service. It may also serve as the basis for a future grant of 5,000,000 or above (for example, the Cooperative Impact Aid program) provided that the terms of the grant or Cooperative Impact Aid Program grant are consistent with the criteria and requirements set forth in 16 CFR 10.23; therefore, forest management grant recipients are not to rely heavily upon this guide or the Forest Service for guidance with respect to the application of this grant or cooperative agreement. To assist with the selection of the potential Forest Service granter under this program, the National Forest Foundation maintains a list of grant makers who are willing to participate in cooperative forestry projects. The list is updated upon submission of the application for Forest Area Assessment and Management (FARM) status. In certain circumstances, the National Forest Foundation will consider the application if the applicant already appears on the list. In all other cases, FARM status is dependent on the application being received during the Forest Service administrative review period. If the project is funded, the Forest Service will provide the Forest Area Assessment and Management (FARM) status to the recipient once the project is underway. A copy of the contract, lease, or other agreement is included in the application for FARM status (or the application for an extension or other change to the Forest Service contract, lease, or other agreement).
