Any person, including those who may wish to apply for an exemption from section 7(a)(2) of the Act, may prepare a biological assessment under the supervision of the Federal agency and in cooperation with the Service consistent with the procedures and requirements of this section.
A biological assessment includes details on potential effects to a species or its designated critical habitat. When a federal agency determines that its action is likely to adversely affect a listed species and/or its designated critical habitat, the agency is required to submit a request for formal consultation.
