INITIATIVE. The legislature finds and declares all that is material to the proposition that the people of Indiana need a reasonable source of revenue for the operation of the several states, and as a further provision thereof, does enact and provide a tax credit to each Indiana business owner in the amount of twenty-five percent of the tax imposed by the federal Internal Revenue Code and the state business taxes imposed by the state. SECTION 1138. PURPOSE; AUTHORITY. The legislature hereby finds and declares that it is the purpose and authority of the state to provide that a substantial part the burden of collecting the tax shall be shifted for use in the most efficient manner by the state to provide reasonable state support to the cities and towns and other public units of government under federal law and to provide that the proper use of such burden of the state may contribute substantially to the improvement of the public health, safety, welfare and morals of the people of the state, and therefore it is the intent of the state to provide a tax credit to each Indiana business owner in the amount of twenty-five percent of the tax imposed by the federal Internal Revenue Code and the state business taxes imposed by the state.
