DBE, MBE, and WBE are acronyms for various state/county/local agency programs that provide contractual opportunities for disadvantaged, minority, and woman-owned business enterprises.
In order to apply for certification as a Disadvantaged Business Enterprise (DBE), your firm must meet the following eligibility criteria stated in 49 CFR Part 26. The disadvantaged individual must be a U.S. citizen (or resident alien) and be a member of a socially and economically disadvantaged group.
First, there is a level of gross receipts that the business cannot surpass. For 2023, that number is $30.40 million, averaged over the past three years. That number is adjusted every year. If your company's gross receipts are more than that number, then the company is no longer eligible to be a DBE.
Only small businesses that are independently owned and controlled in both substance and form by one or more socially and economically disadvantaged persons are eligible for certification. In addition, each socially and economically disadvantaged owner must have a personal net worth less than $2.047 million.
