The Association of Administrators of the Interstate Compact on the Placement of Children (AAICPC) was established in 1974 and consists of members from all 50 states, the District of Columbia and the U.S. Islands.
The ICPC does not govern the following types of placements: The placement of a child by the child's parent, step-parent, grandparent, adult sibling, adult uncle, adult aunt or legal guardian with any such relative or guardian located in another state.
The group found that a sending state, in the absence of the ICPC, could not compel the receiving state to provide protection or support services for a child. In addition, a receiving state, in the absence of the ICPC, could not compel a sending state to remain financially responsible for the child.
What is needed for ICPC? To initiate an ICPC placement request, an adoption professional, a caseworker, or an adoption entity must compile a packet containing the child's social, medical, and educational history, as well as the current status of any court case involving the child.
