Dear Sir or Madam: Application for grant amounts under section 5310 of the Transportation Equity Act for the 21st Century (“TEA21”) of the General Assembly must be completed online via the application system administered by the Virginia Department of Transportation pursuant to Public Law 108-114. Eligibility criteria and the amount of funds available under the grant are defined in TEA21. Eligibility and amount amounts for each application vary depending upon the type of service, whether services can be provided on site, whether service can be provided in a transit facility (such as a bus barn) and if the applicant submits a transportation facility as the principal location. All types of applications will be evaluated and prioritized based on the following criteria: Cost. The least cost approach will be utilized. Maximum benefit. The maximum benefits expected from the application will be provided. Eligibility requirements. An applicant is not required to meet the TEA21 eligibility criteria. However, a maximum dollar amount (1,000,000) must be requested. Please read TEA21 and its related legislative enactment carefully before submitting your application. The following information must be on all completed applications: (1) Name of Grantee. (2) Department(s) of Transportation sponsoring agency. (3) Name of application. (4) Principal place of service. (5) Address and phone number for the principal place of service. (6) Address and phone number for the primary location to handle service if the applicant submits a transit facility as the principal location. (7) Contact phone number for a representative. (8) Telephone number for the contact person and contact person's contact. (9) Description and address for any temporary transportation facility. (10) If applicable, a statement confirming that no other transit facility or other accommodations will meet the needs of the applicant. (11) If necessary, a statement of the applicant's proposal for the proposed services, if different. (12) A statement of projected employment impact. (13) Summary of current transportation network for service area and projected capacity. (14) An estimate of travel time, including any proposed service time reduction, proposed time zone change or proposed local time changes, or planned future change in station name to accommodate projected travel time reduction.
