Using standardized directions, the assessor says a series of words one at a time to the student and asks the student to say the first sound in the word. On the scoring page, the assessor circles the corresponding sound or group of sounds the student says.
FSF (First Sound Fluency): For this assessment, the tester will say a word, and your child should say the first SOUND in that word as quickly as possible. The student will be given one minute to say as many first sounds as possible. The child should NOT have said the letter name, just the letter SOUND.

Speed without understanding is not really fluent reading. While DIBELS attaches itself to the term fluency, its narrow view of fluency is simply completing tasks fast with less concern about accuracy, prosody, control and/or understanding, making it an inadequate measure of fluency.
