This is a very simple document that just states, by regulation, the new name of the Division of Remediation and Waste Management. I haven't checked it to see what the new regulation is, but it looks like it is still based on the same sections as the old statute, except with the addition of the new title for the new Division of Remediation and Waste Management. I expect this will be in Docket #2344, if there is one. Furthermore, I didn't include the date because I didn't take a copy of the document for my own benefit. The date of Docket #2344 is 8/21/2016. I don't know if they have had to make a change that significant. They most likely could have been given some time for this change to be made, but the old statute doesn't state anything that specifically specifies a time period. I didn't find anything in the old statute that specifically sets a date, but we can't know for sure. Hi David, thank you for your thoughts. The memo and the information that is in the filing indicates that this will change the name of this division. As such, the memo assumes that the new name will be incorporated into the final rule. If that is the case, then the rule might be implemented as of the November 15, 2016, effective date. I would assume that the process on the Federal Register would require the change take effect on that date, but could be put on hold longer (i.e. a few more months).
