Before the 1960's, most forest managers believed that wildfires should be suppressed at all times. With the establishment of the U.S. Forest Service in 1905, the primary task of the forest rangers was to suppress all fires on the forest reserves they administered.
That area where homes meet the wildlands is called the wildland urban interface or WUI. Fires can start on either private land and move onto forested lands or move from the forested areas to homes. This bi-directional movement creates complexities and difficulties for firefighters.
In 1997, the Oregon Legislature passed the Oregon Forestland-Urban Interface Fire Protection Act in response to the escalating problems of wildfires burning homes, firefighters risking their lives in conflagrations, and the rising cost of fire suppression.
