For many centuries, it was seen as desirable to have a homogenous European federation. The goal for many has been for a united Europe to have a larger national treasury which could more easily finance its military, infrastructure and social welfare. For its part, Germany, France and Italy had always been reluctant to support the creation of a European Union, and instead supported the creation of a League of Nations. They envisioned a system where no state would be able to take a unilateral role in the decisions being made. In the years leading up to World War II, Germans and Italians had hoped to create a “second German Reich” across Western Europe. Germans were especially skeptical of France and Britain, believing it was the French desire to have a federal Europe which led to the outbreak of World War I in August 1914. On 8th September 1914, Germany declared war on Great Britain and France. Over two-thirds of the Germans were opposed to joining, and Germany and its allies were forced to sue for peace on the terms of the Treaty of Versailles. The Treaty of Versailles divided Germany into four states. The southernmost sections of Germany were divided into states from Alsace and Lorraine to the German border with Poland. Within these new states Germany was ordered to cede all of its present territory, including its former territories such as the Ruhr and the Rhineland and the Lower Saxony. In exchange, Germany received all of its current territory, including the Ruhr, the Ruhr region and its capital of Hamburg. The western regions of Germany were divided into states from the Rhine to the Tyrol to the Tyrol river. The Rhine was divided in two to create Greater and Lesser Germany. This was seen as necessary to ensure the German land was not used politically by the Allies as a means to undermine German strength. Within Lesser Germany, the border with France as well as Belgium were changed to meet the conditions stipulated to create the Greater German Reich. The eastern regions of Greater Germany were also divided, but to two rivers: the Danube and the Rhine. The Danube River (German for the Rhine) was renamed the Rhine River. The Rhine was divided between Greater Germany, the newly established Greater Italy and the newly formed Lesser Germany, with a section between them designated “Germanic”. In Greater Germany this was called “Germanic Germanic”, but in Lesser Germany the Rhine was called the Duchy of Brandenburg.
