However, if one or more participating faculty members are not paid at a rate that would be customary of their position at the University, then University cost sharing may apply. (Cost sharing is not permitted if the University is the funder or sponsor of a project.) Cost sharing must be in proportion to the benefit of the project to the sponsor. It is not a condition of sponsoring a program that the project be the responsibility of the University or a specific faculty member. It is not a condition of participating in the sponsored program that you be paid for the work of your fellow faculty. Cost sharing must not be applied in the same context as salary or salary adjustments. Cost sharing is a benefit within the program. It does not result from an agreement between departments or units, but rather is an independent consideration to be taken into account only after the review of program purpose and financial management and budget. If two or more individuals are participating in the sponsored research project, and they are paid at different rates for the same project, a University cost sharing percentage may not be applied to the salary, fringe benefits, or the cost of the project. For example: If a faculty member is paid 30,000 a year, or 100,000 over five years, all are expected to apply the full 30,000 to the project. However, if he is paid 13,000 a year, or 80,000 over five years, one faculty member cannot deduct all the pay of the other. If two different departments wish to sponsor the same research project, and one asks for the full rate, and the other asks on a contractual basis for more of the financial support, then, of course, neither department must pay the full rate. If a single faculty member or professor is asked to participate in two separate and substantially different sponsored research programs, then the cost-sharing percentage may be applied at the discretion of the director. For example, if a Department of Mathematics asks that the director agree to pay the full cost of a supervised research project for the purposes of the sponsoring activity, and an additional research project is sponsored by an unrelated department, then the Director is responsible for determining the cost-sharing percentage for the Department of Mathematics. If there are two separate research projects sponsored by the same faculty member, then the cost-sharing percentage may not be applied to the second project.
